With 4 submit buttons (on this form) I don't think there is any way the browser could guess which submit button is the desired one. The behaviour of Safari and FireFox? (apparently they use the first submit button found) is just random to me. In this case I believe IE is doing the correct thing: Nothing. Hitting tab to select one of the submit buttons and then hitting enter works.

Even if we wanted to reproduce the same behaviour as in Firefox/Safari, we likely would have to hack it into JavaScript (I won't volunteer) or fix IE (the last option is a common joke in web programming).

I'm closing this with "wontfix"

Defaulting to the first submit button seems perfectly appropriate to me, and it really makes the form more convenient for quick reparents..
