as a more general followup to #449:

I just spent a while changing the tracker (for my personal use) to include an "assigned to" field to the tracker, which should be quite straight-forward but actually isn't. Other useful fields would be "Due date" or "Estimated time".

Currently all of this is hard-coded into the tracker which is quite cumbersome if you want to change anything. A more modular approach would be welcome.

What if we changed setupTracker into a simple form, a bit similar to the properties page in the ZMI? Like:

remove name type values
O Status list Open;Closed
O Category list General
O Severity list Minor;Normal;Major
O Due date date  
O Owner list Ben;Charlotte;Frank
O Time spent number 0
new      
Save   Cancel

And perhaps with up/down buttons. I think this could work, it would make configuring the tracker much easier (no more ZMI involved), the only thing I'm not sure about is how to handle issue colors.
