It would also be good to be able to have new issue pages created with specified permissions that are different from those of the wiki folder. I'm going to try to do this by putting the tracker in a sub-folder (taking me towards FolderishZwiki territory perhaps?).

It would be helpful if whatever is done with ZwikiIssueTracker in the future doesn't make this too difficult.

Having the tracker properties in the zwiki folder properties also hurts duplication of trackers.. I'm not so familier with the security settings, but that sounds similar. A localized container for all this (similar to catalogs) sounds great.

One option that should work now would be to put each tracker in it's own SubWiki. You'd lose the simplicity of having issues and pages all in one wiki. You could use short remotewikilinks (BugNo?:) and in the tracker wikis, just four digits for the issue page names (modify IssueTracker). You might (or might not) need a copy of IssueTracker in each subfolder.
