I've just realised that the form to change the properties of an issue (title, category, severity, status) bypasses the manage properties permission. There are comments about this in Tracker.py.

It would be nice to be able to allow some users read-only access to the issues database.

Protecting this with Manage properties seems wrong, you'd have to grant general manage properties permission to tracker users then. Not protecting it at all prevents a read-only tracker as you say. I'll protect it with zwiki edit permission, ok ?
