Templates in the plone skin should be ZPT only. Support for DTML is deprecated and will be removed from Plone 1.1.

The CMF skin mechanism will continue to support DTML, surely.

These new templates are DTML so that I can re-use the (evolving) implementations from zwiki.org. Anyone interested could write and maintain ZPT versions of these (but I don't see much point right now).

DTML continues to be used for certain forms (eg issue tracker) because it is useful to have them in-wiki at times, to enable rapid customization and development. Wrapping the DTML in page templates for cmf/plone allows the skin-based versions to be generated from the same code and remain current, while still allowing skin customization by changing the PT. We don't have the resources to maintain both DTML and TAL versions of these forms. So I don't see an open issue here; if you're serious, please argue your case.
