This is easiest, and as far as we know works for all characters without any configuration.
For this to work, the characters must have the notion of upper case and lower case. As long as that is true, this should work automatically according to the locale configured on the machine running Zwiki. Or, you can hard code the appropriate characters in Regexps.py.

Status unknown
This can be accomplished by modifyig some hardcoded regexps in Zope and Zwiki. However it may be incompatible with browsers. See the comments in http://zwiki.org/zwikidir/Regexps.py .
