I was trying to set my timezone in Zwiki instance at http://savannah.gnu.org/maintenance/FrontPage But it did not list my time zone GMT+0530/IST/Kolkata (it does not have any 030 entries)

Sorry about that. The half-hour timezones were disabled as I didn't hear from people using them. You (or the savannah wiki admin) can enable them as follows: edit the file ZWiki/skins/zwiki/UserOptions.dtml, search for timezones, replace the hour zones with the half-hour ones which are commented below. I would accept a patch to enable these by default.
