The charset directive in html HEAD applies only if the web server doesn't set the character encoding. My apache was always forcing iso8859-1. I changed 'AddDefaultCharset? on' to 'AddDefaultCharset? utf-8' in /etc/apache/httpd.conf to get utf-8.
