Citation formatting is now done only when > is in column 0. This is a dumb fix which preserves python examples:

but an ordinary line of text beginning with > is still citation-formatted:

That's probably ok. If not, the next refinement would be to require "so and so writes/wrote/somethinged:" on the previous line.
