Allow issue pages to be named "#N description" or just "#N" (Trac-style). See also #761 different prefix for issue page names.
Also, enhance linking so that just '[#924]' and maybe a bare #924 will link to an issue page with that number. This might need to be an option.
Added for 0.36. A true short_issue_names
folder property will cause the short names to be used for new issue pages.
This may become the default later. Old issue pages will continue to work.
HashNumberLinks? ([#924]?, #924, #1) link to either short-format or to old IssueNo... issue pages at present.
Renaming an issue page may not update all these link variants.
There may be sorting issues with short-format issue pages.
Please report if you see any performance impact.
