The pronblem is the free form link, ZWiki generates for the '[1]?' statement. ZWiki suggests a [1]? offering the user to create the page "1".

One way to resolve this for automatical footnotes in reST might be parsing for the ".." characters at the beginning of the line, which have to be there for automated footnotes.
